In the BOMA 2024 Office Building, Inter-Allocated chart, why are there no "non-allocated tenant" areas included? Non-Allocated tenant areas (ie balconies, terraces, etc) are instead shown in the "tenant usable area" column and receive both the main load factor for the building and reallocated portions? In the standard method charts, these items do not get any part of the load factor.
And in Section 3.2 it clearly states that "non-allocated tenant areas" are not included in the Load Factor calculations and do not receive a proportionate allocation of any service or amenity area. The inter-allocated areas chart/exercise seems to contradict this. I don't see anything in the advanced methods sections that comments on this, but I may be missing it.
In the standard methods charts, it calculates these areas without any load factor added (per 3.2), but does the opposite on the inter-allocated charts as they are included in the tenant usable column instead.
Are there no no spaces considered "non-allocated tenant areas" in inter-allocated scenarios? What would be the reason for such a stark pivot? Especially since not adding a load factor to those spaces was a big change from the 2017 BOMA.
