R/O ratio meaning

What does the "R" and "O" in R/O ratio mean? I understand that it is the Preliminary Floor Area / (Occupant Area + Allocated Area); but then it seems to me that calling it the "P/O" ratio might be more appropriate.

The R means the "Preliminary Rentable Area" and the O means "Occupant + Allocated Area"
