When using BOMA 1996 standard, is it acceptable to use the BOMA 2010 wall priority diagram to determine the boundaries between parking or storage and other space classes?

In the 1996 BOMA standard,
1- where is the measurement taken when there's a interior parking on one side of the wall and another use on the other side (building common area or floor common area or storage)?
2- are the basement storages always considered like an office area or common area? Even if these spaces are unsuitable as office space?

1 - Measurement should be to the inside finished surface of building common and floor common areas. Basically, treat parking as though it is outdoor space.
2 - Yes, basement storage is generally either office or common area. The cost of maintaining and leasing these spaces is generally "adjusted" (less than conventional office for example) in the lease rate.

We don't do it this way. Parking isn't measured at all under BOMA 1996 (so we simply pretend it doesn't exist) whereas parking IS measured under BOMA 2010 and explicit direction given.
With that said, BOMA 1996 is silent on the topic of wall priority with respect to parking areas, so it's really up to you.
