Are the Drinking fountains to be outlined as Floor Service Area?

In BOMA 2010 Method B, the BBC goes to Drinking Fountains (DF), (water coolers). In the illustrations it shows the drinking fountain P.38 outlined as Floor Service Area (FSA)! In the definition for FSA there is no mention of drinking fountains. Is the drinking fountain to be outlined or is the illustration showing the DF as FSA due to the location?
If they are to be outlined, then should a drinking fountain attached on a Base Building Core wall protruding into the hallway to be outlined as FSA? We have multiple scenarios of drinking fountains being on walls, in an alcove built for them, and partially in a core wall with part of the DF protruding into the corridor.

The illustration is correct. Base Building Circulation provides access to the drinking fountains but the drinking fountains themselves are not base building circulation.

If the drinking fountains are affixed to the walls and within the BBC path, I see no reason to outline them and treat them as FSA. If they are affixed within the core wall (such as a small alcove) yet outside the BBC path then they should be treated as FSA.
Just to be clear, the boundaries of a drinking fountain is not by definition Floor Service Area. If a drinking fountain was located in a stairwell, it would still be considered part of the Major Vertical Penetration.
