The fast answer is no. BOMA 2010 allocates common service and amenity areas on a per floor, and building-wide basis. The last BOMA Office Standard to allow single floor rentable area calculations was the BOMA 1980 Standard, however Rentable Areas under BOMA 1980 are not as high as with BOMA 1996 and BOMA 2010.
