Stair in "void space" of 2-story lobby

Illustration 7B seems to indicate that the stair in a 2-story lobby space used in accessing occupant areas on an upper level is counted as Building Service Area on the main floor EXCEPT the portion that has restricted headroom. Is that correct? So is that is saying that you are only counting the main level floor that is not headroom constricted but the stairs themselves are not counted at all? Illustration 7C shows the stair omitted as "void" space - so the restricted headroom area does not get counted anywhere?

Restricted headroom is only disclosed. It has not been subtracted from Building Service Area in illustration 7B. The discussion portion of definition of restricted headroom area states that it is NOT excluded from interior gross area, rentable area or occupant area.
