Shared Conference Room on Mulit-tenant Floor

How do you account for shared Conference Room space accessed via Floor Service Area on a multi-tenant floor?

What if the building owner would like to make that same Conference Room available to tenants on the floor directly below as well?

You could use "Limited Area" and proportionately share the conference room to specific tenants. Alternatively, the conference room could be treated as a Building Amenity Area if it is available to all tenants in the building. Also, some of our clients will treat a conference room as a tenant and charge separately for its use.
