Roofing project Capital Expense or Maintenance

Hi All,

Recently our client put a new silicone coating on top of an existing coating for the entire roof at his mixed use office and retail building we manage in Los Angeles. Would this be considered a Capital Expense to be billed back in 144 equal payments or a maintenance expense that can be billed back via CAM/NNN charges? Please let me know if you have any questions.
