Universal Washrooms in Multi-floor Office Buildings

We are building a Universal Washroom on a floor of a multi-floor, multi-tenant office building, as per Ontario Building Code (OBC) requirements, where this washroom will be accessible by/serving the entire building.
Should the floor area of the washroom be allocated to Building Common or Floor Common?

A washroom that serves the entire building should be allocated to Building Common Area / Building Service Area.
